Connectivity issues for some workspaces

Technical Summary:
On 8/5/18 at approximately 09:46 PDT, an upstream network event occurred, causing regional connectivity issues for a portion of Slack users in North America. Our team detected elevated error rates and relayed this to the upstream provider. Connectivity issues were resolved at 10:17 PDT and the upstream provider has issued a full report to our team.
