Issues with File Uploads for some workspaces

Issue Summary:

On March 6th at 8:30 AM PST and again at 10:40 AM PST, we removed two feature flags that caused file uploads to fail for some customers. Upon investigation, we identified the problematic flags and began reverting this change. All file upload functionality was restored by 12:33 PM PST.
