Trouble with some Slack services

Issue Summary:

On October 14, 2019 at 6:00 p.m. PDT, we made a change to some of our networking infrastructure. This caused some issues with file uploads, incoming Twitter subscriptions, and billing documentation. We identified the issue at 6:58 p.m. PDT and began working to correct the problem, zone by zone. Normal service was fully restored at 8:03 p.m. PDT.
