Trouble editing internal apps and integrations

Issue Summary:

On November 18, 2019 at 11:18 a.m. PST, we upgraded our version of HHVM, a programming language runtime that runs much of our backend application logic. Starting at 6:27 p.m. PST, we began receiving reports that customers could not create or edit some custom integrations and internal apps. After investigating further, we determined this was the result of out-of-memory errors associated with the HHVM upgrade. We rolled back this upgrade and the issue was resolved by 11:49 a.m. on November 19.
