Slack features may not have worked due to connection errors

Issue Summary:

On February 11, 2020 from 12:23 a.m. PST until 11:33 a.m. PST, some customers experienced errors when sending messages and trying to navigate to their Admin dashboards. After investigation, we found that some operations were leading to a higher than expected load on our servers, resulting in connection failures. We implemented a fix to better handle these operations, and this resolved the issue for all impacted customers.

We were seeing a potential connection error that might have resulted in the inability to take actions in Slack such as sending a message, viewing pinned items, opening threads or visiting the Admin page.
