Issues with a third-party provider are causing elevated response times in the API

Issue Summary:

On March 30, 2020 from 3:20 p.m. to 6:26 p.m. PDT, some customers may have experienced elevated API response times or timeouts. This was caused by an issue with a third-party provider. Once they resolved the issue, Slack API response times returned to normal.
