Issue summary:
From March 21, 2021 around 12:00 a.m. to around 5:24 p.m PDT on April 6, 2021 some users experienced delays receiving mobile notifications on Android.

We determined that the method used to capture and send notifications froze. When this was discovered, we ended the stuck process, which resulted in the delayed notifications being sent all at once.

We've added an internal alert to detect this problem to prevent similar issues from occurring in future.
