Customers with data residency in Australia may be unable to send messages

Issue summary:
On February 16, 2022 from 3:30 AM PST to 6:12 AM PST, members of workspaces with data residency in Australia may not have been able to send new messages.

A database entered a failed state, leading to a situation where some messages from members of workspaces with Australian data residency were not successfully delivered.

We performed a manual remediation on the affected database, resolving the issue for all customers.

Note: We have updated the incident title to better reflect our understanding of the problem.
